What is an asbestos certificate and why is it important?


In Flanders, since November 23, 2022, it is mandatory to provide an asbestos certificate to the buyer when selling a property built before 2001. This certificate is included in the Woningpas (housing passport). It is an official document that confirms whether asbestos is present in the building and, if so, its condition.

From 2032, every owner must hold a valid asbestos inventory certificate issued by OVAM. This certificate is prepared by an accredited expert, such as Certifibro specialists.

⚠️ In case of rental, the owner is also required to provide a copy of the asbestos inventory certificate to tenants.



Why was 2001 chosen as the reference year?


If a building is newer than 2001, it normally does not contain asbestos, as the production of asbestos-containing materials was banned in Belgium from 1998. However, remaining stocks were used until 2001. After this date, it is considered that no new building contains asbestos.



Why is an asbestos certificate mandatory?


Asbestos is a hazardous material that can cause serious health issues such as lung cancer or asbestosis when inhaled.

It was commonly used as insulation in older buildings. However, when aging, deteriorating, or disturbed during work, it becomes dangerous.

It is therefore essential to know if asbestos is present in a property and where, especially during sales or renovations.

The Flemish law requires this certificate to inform buyers and protect their health.



What does an asbestos certificate contain?


It is issued after a thorough non-destructive inspection conducted by a certified expert (ADI), such as Certifibro.

Materials are analyzed to detect asbestos presence. If found, the condition of the material is assessed, specifying if it poses an immediate danger.

Owners are obliged to safely manage asbestos-containing materials present in their property. This duty goes beyond simple asbestos waste management.

Condition Report


Whether you are a contractor, project owner, landlord, or tenant, a joint condition report is highly recommended before/after works or during rental.

For construction sites:

A detailed initial condition report is essential to avoid disputes. In case of damage, the document serves as proof. It is also recommended to prepare one at the end of the works, even if no damage occurred.


For rentals:

A move-in and move-out report, prepared jointly, allows claims for repairs in case of damage. Have it registered along with the rental contract.

🗣️ The report can be written in French, English, or German if needed.



Asbestos Identification
